Bulgarian Prime Minister Boyko Borisov has again cancelled a public tender for the reconstruction of the Sofia Winter Palace. The reasons is that Akademika 2011, which announced the design, construction and management tender six weeks ago, refused to release documents from an inspection of the space conducted in 2013. They had been requested by one of the potential bidders in the tender.
Akademika 2011 claimed to be under no obligation to publish these documents, however, the country’s Public Procurement Act states that all technical specifications and validation documents must be made available to bidders. It was on this basis that the government cancelled the tender. It’s the second time this tender has been canceled in less than two years. Twelve months of reconstruction work should have begun this spring.
