Chrudim is trying to stir up the supply of public flats so that the town can rent them out to those who really need them. Some time ago, the town hall introduced the conclusion of new contracts for a fixed term of one year, said Mayor František Pilný (ANO).
“Someone may have been given an apartment because they have a social problem. There was a practice here that the lease was always automatically extended with the only condition being that they paid properly and on time. But now we check every time whether the right to the flat lasts. For example, the children of a single mother are now grown up and she does not need a city apartment,” Pilný said. According to him, several flats have already been vacated in this way, also at the instigation of the tenants themselves. However, the established procedure could be abolished by a change to the Civil Code prepared by the government, which does not allow the chaining of short-term leases for a fixed term.
Chrudim would also like to increase the number of municipal flats for rent. This can only be achieved through new construction. “We have an offer that we will give the land, some housing cooperative will build an apartment building and the land will pay us with some apartments,” Pilný said.
The city’s leadership also came up with the idea of a new concept for dealing with the city’s apartments several years ago. They would be divided into three categories, which would be intended for different social groups of tenants and would differ in the amount of rent. At present, city flats are paid indiscriminately at around CZK 62 per square metre per month. At the same time, Chrudim lacks money for the maintenance of its housing stock. “We have not yet made any progress. How to do it technically has turned out to be a big stumbling block, we are looking for a socially viable option,” Pilný said.
