In the center of Špindlerův Mlýn, the demolition of the building of the former Pětiletka rehabilitation center, which included the Špindlerůvská hospoda, has begun. Demolition began on September 26, although the building authority did not issue a permit to remove the structure. Vladimír Staruch, the mayor of the largest Krkonoše resort, said today. The building has fallen into disrepair in recent years, Špindlerůvská hospoda ceased operations last August. The Novinky.cz server drew attention to the case.
“I found out that the demolition had started when I went to work. I immediately pointed out that the building was probably being removed illegally,” said Staruch. According to him, the building authority received a request from the owner of the building to remove the structure, to which the city as a party to the proceedings commented, but the authority did not issue a permit, the demolition began only on the basis of a static assessment.
According to the server iDNES.cz, the aim of the owner of the building, the company Projekt centrál, is to build an apartment complex on the site of Pětiletka. The chairman of the board of the Projekt centrál company Tomáš Kapoun did not want to answer the questions of MF DNES about why the company started the demolition without a permit and what its intentions are in Špindlerův Mlýn.
“They asked for preliminary approval so that they would know the city’s preliminary opinions on the construction procedure. The city council issued a statement of approval for the removal of the structure, provided that the proper construction procedure would run. We knew that the building was in a bad condition and there was an effort to replace it with a new one. They assumed but we are sure that there will be a proper construction procedure, when the building’s condition will be assessed and the demolition procedure will be proposed. That is, it will be decided whether it will be a partial or full demolition and to what extent the building will eventually be replaced,” said Staruch.
According to him, the demolition is continuing even though the building authority has issued a notice to stop work. “The building authority proceeded according to the building law, then sent the first call to stop work, but the work continues,” said the mayor.
The investor faces a fine of up to 200,000 crowns for demolishing the site without a demolition permit. “The question is whether the amount of the fine will correspond to the steps taken by the builder. We currently have no legal means to prevent the demolition from continuing. As far as I know, the matter should be investigated by the police,” said Staruch.
The mayor also told ČTK today that the city hall assumed that the dilapidated building would be replaced by a new one in the future, but in the context of the current spatial plan and territorial study of the center. “It was assumed that one day the building could be removed and replaced by a new building, but on the assumption that the building would be in such a state that it would not be possible to reconstruct it. If there was ever a discussion at the town hall, what could be created there, so there was always only talk about a hotel. The city never agreed that there should be apartments in the new building,” said Staruch.
Špindlerůvská hospoda was founded at the beginning of the 20th century, apparently on the site of an older building, it is not a listed monument.
