Pardubice could try to sell part of the former Hůrka barracks on the outskirts of the city again. They have been trying unsuccessfully for 15 years. In an investment competition, the city could offer about a third of the area of more than five hectares. The town hall would reserve the right to cancel the competition at any time and would determine the minimum price of land, Vítězslav Štěpánek (ODS), a councilor of Pardubice and the mayor of the third city district, where Hůrka also belongs, announced. It was the third district that was preparing the documents for the city management.
“The basic price would be about 2,500 crowns per square meter. This means that we could get about 150 million crowns for that area. Anyone who would get it would have to comply with the valid zoning plan,” said Štěpánek.
The area is intended mainly for housing construction. According to Štěpánek, there is a shortage of flats in Pardubice, which is causing an enormous increase in their prices. The construction of new homes could lower the price level. In addition to flats, there should also be a smaller square and a parking lot under the buildings. The costs would be borne by the investor. On the way out of the village of Spojil, opposite the barracks, the Directorate of Roads and Motorways plans to build a roundabout from which it should lead to a new entrance to the complex.
Opposition Pirates last year suggested that the former barracks be used for light industry and that housing would be sought in the city for housing construction. According to them, for example, the Kávoviny company or a bakery could move to Hůrka from the center, or there could be a waste treatment center. According to them, empty land in the city would be more suitable for apartment construction. They consider building without civic amenities in the former barracks and consider the extension of public transport lines to be an unsuitable solution. The city management opposed that if Hůrek became an area for housing, the city would provide the necessary services and conditions.
The only criterion in the competition would be the price offered. After the discussion in the expert commissions, the city council will deal with it again, the final word will be given to the deputies.
Pardubice has had to cancel the competition for the sale of former barracks several times in the last decade. The bidders made mistakes in their bids and did not meet the conditions of the tender. Before the economic crisis, in 2007, Eube sought land, which it wanted to build smaller housing estates there. After renewed economic growth, Pernštejn City wanted to buy the land for CZK 15 million. However, direct sales were not approved twice by the deputies. In the past, Dušan Kačmarik from the Altis CZ company was also interested in the Hůrek development, and a group of other investors, including RD Rýmařov, also declared general interest. However, none of them entered the competition.
The Hůrka complex has been owned by the city since 1999. It has already sold a smaller part to entrepreneurs.
