Pardubice has developed principles for cooperation with investors

Pardubice has developed policies for cooperation with investors. They should support quality construction in the city, unify the procedure within the office, help cooperation in solving public infrastructure and civic amenities, or speed up the preparation of projects and their construction. The representatives of Pardubice will discuss the principles this month, according to Iveta Koubková from the mayor’s office.

The document will become a starting point for negotiations on the location of investment plans and will make it possible to set transparent and non-discriminatory conditions. “The principles will act as a conceptual tool to help City Hall improve communication with developers planning construction in the city. The process of preparing investment plans should also be coordinated between the city and specific investors in accordance with the planned development of the city and urban districts and new infrastructure or modifications to the existing one,” said Jan Nadrchal (YES), Deputy Mayor responsible for development and strategy of the city.

The new rules should also speed up construction, as the city and stakeholders will be already in the process of preparing the projects. This will make it possible to resolve any ambiguities during project planning, thus avoiding any problems that may arise during or after construction, especially in connection with connections to public transport and technical infrastructure. At the same time, the requirements of the city will always result primarily from the valid zoning plan of Pardubice and will only regulate the conditions resulting from the independent competence of the city and city districts. They will not interfere in decision-making in administrative proceedings or any other similar process.

With the help of the principles, the city wants to protect the public interest and provide people with the necessary infrastructure in the case of larger buildings, so that, for example, kindergartens and schools are not missing for new housing construction or excessive traffic load is created. “Civic amenities and the necessary infrastructure will serve the current and new inhabitants of the city and users of these plans,” said Deputy Mayor responsible for education and social policy Jakub Rychtecký (CSSD). The document will include a general model of contracts and the setting up of fair financial or non-monetary participation of investors in the increased costs that the city would have to spend on the development of public infrastructure.

The principles of cooperation between municipalities and investors already operate in several Czech cities, for example in Mnichov Hradiště, Tábor, Český Brod or some city districts of Prague, and have also been approved in Jihlava and Brno. The final form will be decided by the city council. City Hall expects a possible update of the policy, which could result from practice in the coming months.
