Krajowy Zasób Nieruchomości signed with fourteen communes of the voivodeship Greater Poland and the province. Lubuskie Voivodeship, an agreement on the creation of the Social Housing Initiative (SIM) and cooperation in the implementation of housing investments in these voivodships, informed the Ministry of Development, Labor and Technology (MRPiT). Thanks to the established company, it will be possible to build 1.6 thousand. new flats in the area of these communes.
Nine communes of the voivodeship Greater Poland and five communes of the province. Lubuskie: Czempiń, Gniezno, Kalisz, Kępno, Konin, Oborniki, Pobiedziska, Powidz, Środa Wielkopolska, Kargowa, Międzyrzecz, Strzelce Krajeńskie, Świebodzin and Słubice together with Krajowy Zasobem Nieruchomości created the company SIM “KZN – Zachodni”.
“In the case of housing, local governments have land for construction, control the spatial planning process and know the needs of residents and the local market best. The government’s task is to ensure appropriate regulations and financial support. SIMs, which are companies implementing the idea of social housing, are based on these assumptions. Their task is to build flats for rent with moderate rents, said Deputy Prime Minister, Minister of Development, Labor and Technology Jarosław Gowin.
“6% of municipalities in Poland have signed agreements with the KZN aimed at establishing a SIM. SIMs will be created all over Poland. We are trying to prevent depopulation and the phenomenon of suburbanization. […] Local governments have specific attributes, such as land for development, knowledge of local needs, planning power “- said Deputy Minister Anna Kornecka.
The communes forming the company SIM “KZN – Zachodni” will contribute land and funds in the amount of PLN 3 million each. These funds come from the Government Housing Development Fund established at the beginning of the year and are used to finance part or all of the commune’s expenses for taking up shares in the SIM company being created. Krajowy Zasób Nieruchomości contributed to the company a plot of land in Kalisz with an area of 4 ha, valued at over PLN 9 million. In the second half of May, KZN intends to bring another three plots of land. The properties are located in Strzelce Krajeńskie, Powidz and Międzyrzecz. KZN plans to contribute to the company other properties it has acquired.
According to estimates, about 1.6 thousand jobs are to be built on the land contributed to the company SIM “KZN – Zachodni”. apartments in the system of multi-family houses. The first construction works are to begin in the second half of 2022. The first apartments are planned to be put into use at the end of 2024.
The Social Housing Initiative is a type of company that aims to build apartments for rent for people with middle income. Since this year, the government has introduced a solution enabling the establishment of SIM by KZN in cooperation with a local government unit. In this variant, KZN has land owned by the State Treasury and contributes it to the company (SIM) for the construction of residential premises there. The residential premises will be intended for a specific group of tenants who have the means to pay the rent regularly, but their income is insufficient to take out a mortgage for the apartment.
