ATEL plans “green” estate on Targowa Street in Chorzow

Residential developer ATEL, has developed a concept for a “green” estate, which it plans to build on Targowa Street in Chorzow. The creation of the investment, along with a modern elementary school, is a chance to revitalize the area after the former Technical Progress Center and give it a new function, respecting the existing natural substance.

The project involves the construction of three cascading residential buildings, which will occupy an area of about 17% of the plot owned by the developer as of 2018. In addition to apartments, they will also include premises for service functions, such as a kindergarten.

The presented plan also calls for the construction of a modern public elementary school, which, once built by and at the expense of the developer, will become the property of the local government. In order to make this part of the investment possible, ATAL signed an agreement with the mayor of Chorzow, who obtained the mandate of councilors for this activity in a unanimous vote on the resolution in question. According to preliminary assumptions, the school will be able to accommodate about 200 male and female students, for the dis-position of which there will be a gymnasium and an outdoor field.

The author of the concept is Katowice-based architect Wojciech Wojciechowski, along with his team. The estate’s pro-design, maintained in a minimalist style, is dominated by the bright colors of the buildings’ facades and the striking glazing of balconies and terraces. The location of the buildings is intended to provide the best possible sunlight and ventilation for the apartments.

However, the priority for the architects and developer was to give the development such features that it will blend harmoniously into the park surroundings. Plans call for the development to be carried out on a previously built-up and concreted area and to restore its natural values. Currently, in the area of the design study for the estate, greenery accounts for 43% of the area. The concept assumes increasing the biologically active area to 64%. This will be possible by planning numerous green zones, including in degraded areas, such as the site of the former skatepark building, as well as planting flower meadows and other natural forms.

Our intention is to create a modern, environmentally friendly and people-friendly neighborhood, which will be a good place to live. The solutions we intend to implement are designed to provide future residents with as much comfort as possible, as well as to promote conservation of natural resources and transportation mobility. These include technologies that use solar energy and rainwater, or allow charging of electric vehicles. The estate will connect to the city’s network of bicycle paths,” says Angelika Kliś, a member of ATAL’s management board.

In order to familiarize the Silesian community with the project’s assumptions and prospects, the developer has launched a dedicated website at ataltargowa.pl. There you can learn about the details of the concept, see visualizations, and take part in a survey about the investment.

The questionnaire’s questions concern, among other things, functional solutions and general accessibility of the estate’s in-frastructure for residents or people from outside the area.

We will publish answers to the most common inquiries. We also see the need to address many false opinions and perceptions about our plans. Four years ago, in a transparent bidding procedure, ATAL acquired the perpetual usufruct right to a site on Targowa Street in Chorzow. At the time of the purchase, the property was in very poor condition. There were ruins, demolition remnants, dilapidated buildings and structures, unsecured networks, etc. on the site. The company carried out a number of investments on the acquired property, including ground surveys, demolition and cleanup work, development of utilities, as well as the construction of two service buildings.

We are convinced that the designation, resulting from the current local plan, has become obsolete for the property under the Company’s ownership. Using the housing speculation law, we want to redefine the site, giving it new functions and returning it to humanity and nature. The city can also benefit from acting in this way, as a result of the arrangements with the investor. We are talking about the construction of a modern school by and at the expense of the developer. Such benefits in the ordinary planning procedure are in vain.
