The City Council of the Brno-střed district approved terminations of leases for three apartments, according to the audit, their tenants had demonstrably provided false information and obtained the apartment based on it. The mayor of the municipal district Vojtěch Mencl (ODS) announced that the city hall has so far inspected 30 apartments. In total, it will inspect about 150 of the 300 apartments allocated in the past election period. The town hall is thus reacting to the case of the allocation of apartments in Brno-střed, the police have charged eight people in connection with the manipulation of the allocation, two are in custody.
Yesterday, the council unanimously approved the filing of notices for the first three apartments. “By providing false information, the applicants gained the advantage of a higher point evaluation, on the basis of which they were selected to conclude a lease agreement. The discovery of these facts clearly fulfills the definition of another serious reason for terminating the lease according to the Civil Code. We will send out the termination notices immediately,” said Mencl.
According to him, the audit revealed that those interested in apartments provided false information regarding their employer. At that moment, the employer had already been deleted from the commercial register, i.e. it did not exist, but due to the information that they were employed, applicants received more points in the point evaluation than if they were, for example, unemployed. The apartments were on different streets, their names Mencl did not say. The notice period is three months. If people do not leave the apartment, the city hall can file an eviction lawsuit. “However, the contracts are for a fixed period until February 2024, so in case of complications, the apartment will be returned to us if we do not extend the contract,” added Mencl.
The internal audit department of the mayor’s office continues the three audits that have been started, namely the review of the application for apartments that are currently to be allocated, the system audit aimed at identifying risks in the system of allocating apartments for rent, and also the in-depth review of apartment applications for the period of years 2018 to 2022. During that time, according to Mencl, the city hall allocated about 300 apartments. “We will check about half of them. Where there are certain signs regarding, for example, employers, placement in the point evaluation or the way of inclusion in the list of apartments being prepared for sale,” said Mencl.
The police intervened twice in Brno in October. At the beginning of the month, it was due to the allocation of apartments in connection with the Brno-střed town hall. She accused eight people, two of whom are in custody. One is the chairman of the housing committee from the last election period at the Brno-střed town hall and ODS politician Otakar Bradáč, who won the mandate of the district representative in the elections, the other is the executive of a real estate agency Zdeněk Červinka. The former chairwoman of the Brno-střed control committee Monika Lukášová Spilková (Pirates) has already stated in the past that there is a suspicion of a strange allocation of a dozen apartments. The town hall therefore wanted to investigate the whole matter. Lukášová Spilková also cooperated with the police in uncovering the activity.
The police in Brno intervened for the second time in the second half of October, when they were in connection with the allocation of apartments and the activities of a city company at the municipal housing department, in the office of the outgoing Deputy Mayor Petr Hladík (KDU-ČSL), who is nominated for the Minister of the Environment, but also at the town hall in Brno-sever, Brno-Černovice or in the Černovice sand pit. In this case, she charged seven people and two companies.
