According to the Estonian Ministry of Economic Affairs and Communications, construction of the proposed Turba-Haapsalu-Rohuküla railway will cost €65m. This announcement comes after the government invested €7.6m in to the construction of the Riisipere – Turba line in July. That section of line, the first phase in the Haapsalu railway, is set for completion next year. According to ministry plans, a decision on the proposed railway is expected between 2019 and 2024. As well as this line and the widely publicized Rail Baltica, the government is also considering plans for widespread electrification of routes, a Tallinn ring line as well as reconstruction of stations to increase capacity during the same period.
