Czech Architects: The Building Act has become a political and pre-election topic

2 July 2021

According to the Czech Chamber of Architects (ČKA), the new Building Act has unfortunately become mainly a political and pre-election topic. It should be the result of a broader consensus of politicians, similar to the pension reform, the chamber announced. Yesterday, the Senate returned the law to the Chamber of Deputies for discussion; 101 votes will be needed to approve it. The Ministry of Regional Development (MRD) as the submitter promises from him a fundamental simplification and acceleration of the construction procedure, but the standard has a number of critics.

“The Czech Chamber of Architects has long demanded and supported the adoption of the new legal norm. However, the result of more than two years of work by a number of experts may seem to end in the basket. The Chamber supported the possibility of senate amendments to the draft building law adopted by the Chamber of Deputies on May 26. rights has become a purely political and pre-election topic. All that remains is to respect this result,” said ČKA Chairman Jan Kasl.

According to him, the Senate could supplement some unaccepted amendments from the Chamber of Deputies, which concerned the position of self-government in the permitting process, and return them full competence in the preparation of zoning plans. “Continuing the current situation is the least good solution. Artificially created slogans about building flats without windows or a new ‘mega-office’, which will decide from Ostrava on a family house in the village in Karlovy Vary, unfortunately have imprinted in the minds of the public and politicians. The YES movement seems to fail even in the adoption of fundamental legislation that could move the Czech economy in the post-Pentecost period, “Kasl added.

The Senate unanimously rejected the draft of the new Building Act. The senators were mainly bothered by the transfer of building offices under the state and the centralization of the building administration under the Supreme Building Authority, which can facilitate the permitting of large projects. At the same time, senators feared that if the change was approved, construction proceedings would slow down. The rejection of the law was recommended by three Senate committees and a standing commission for rural development. Yesterday, the Senate rejected the amendment law, which is to amend sixty related standards.
