The Association of Developers announced. Yesterday, the Senate returned the law to the Chamber of Deputies for discussion, and 101 votes will be needed to approve it. The Ministry of Regional Development (MRD), as the submitter, has promised a major simplification and acceleration of construction proceedings by law, but the standard has a number of critics. According to some of them, the parliamentary version of the law is recording to developers.
It would be unfortunate if the process of recodification of construction law could not be completed now, said the director of the Association of Developers, Tomáš Kadeřábek. “It would mean a de facto delay of the much-needed change by at least another four years, if not longer. It would have a fatal impact on the entire construction industry, the Czech economy, our competitiveness,” he added. According to him, the situation in the Czech Republic already favors Poland, Hungary or Slovakia.
A change in the law is needed for small builders, construction companies and developers, but also for cities, municipalities, regions and the state, Kadeřábek wrote. “Because they are also victims of dysfunction today. It is not about political points, but about the future of one of the most important industries in the Czech Republic, moreover, in a very fragile and uncertain time,” he added.
The Senate unanimously rejected the draft of the new Building Act. The senators were mainly bothered by the transfer of building offices under the state and the centralization of the building administration under the Supreme Building Authority, which can facilitate the permitting of large projects. At the same time, senators feared that if the change was approved, construction proceedings would slow down. The rejection of the law was recommended by three Senate committees and a standing commission for rural development. Today, the Senate rejected the amendment law, which is to amend sixty related standards.
