Budapest could be hit with a HUF 1.8bn in penalties as a result of its public procurement procedure called ‘Heart of Budapest’. The European Committee has taken issue with the methodology used in tendering for the program, as the conditions for it resulted in just one bid being placed. The winning bid was accepted, despited its price being 10-15 percent higher than the original proposed price.
