Montenegro’s Prime Minister Dusko Markovic told representatives of the tourism industry and hoteliers that small and medium-sized companies could open as early as May 4. He went on to say that catering and service activities could be freed from restrictions during the second half of the month, though they would have to adhere to epidemiological rules and procedures. Marinas will also be opened up to all vessels. Markovic said that Montenegro had chosen not declare a state of emergency because such actions end up restricting not only freedoms and rights, but also creative and entrepreneurial potential.
