Municipalities could get the right to ask up to a quarter of new flats for their purposes from developers when permitting the construction of flats. Municipalities would only pay developers a cost price. This presupposes a social democratic bill on public benefit housing companies, which was supported by the Chamber of Deputies in today’s introductory round. It will be discussed by the Administrative, Constitutional-Legal and Social Committee.
The law would allow municipalities to establish a public benefit company that would take out a construction loan. Those interested in housing, on the other hand, would not have to take out a mortgage, and installments would be calculated among tenants. The model envisages cooperative housing construction.
CSSD MP Jan Birke, on behalf of the submitter, stated that the law could improve the availability of housing, and apartment prices could fall by up to a third. Addressed analysts and developers have previously stated that the law would make apartments more expensive.
The key to improving housing affordability is speeding up construction proceedings, said Dominik Feri (TOP 09). He did not push for the House to return the proposal to the submitters for completion. The lower house also rejected the ODS’s efforts to reject the law. Pirate Ondřej Profant said that this party believes that the draft will be corrected in committee.
The ANO and CSSD governments opposed the draft with the votes of the members for the coalition movement in the negative. The cabinet described it as unconceptual, inconsistent and in some ways unconstitutional. Minister for Regional Development Klára Dostálová (YES) stated that the government had identified 15 problem points. Birke stated that an overall amendment to the proposal was already being prepared. The ministry should cooperate on it.
