The city of Ostrava has launched preliminary market consultations on the concert hall project, the first phase of construction will begin this year
The statutory city of Ostrava has started preparing a tender for one of the largest and most anticipated public buildings in the Czech Republic in the last decades, a public contract for the construction of a concert hall and the reconstruction of the House of Culture of the city of Ostrava worth CZK 2.6 billion. In order to obtain the information necessary for the optimal setting of conditions, the city, as the contracting authority, decided to carry out a preliminary market consultation. It consists in addressing construction companies and obtaining answers to defined questions, which will be the factual basis for the appropriate setting of tender conditions and for the specification of the subject of performance in the selection of the construction contractor for the concert hall project and reconstruction of the existing house of culture.
Questions that were defined in cooperation with the construction manager and consulted with the contractor of the project documentation and the authors of the design STEVEN HOLL ARCHITECT, P.C. and Architecture Acts s.r.o., relate to the contractual, technical and time aspects of the planned contract. The city invites construction companies to register by February 21 to participate in the presentation of the concert hall project, which will take place in the last week of February and which will include a presentation of relevant parts of the project in relation to the questions. Specifically, the questions include, for example, verification of the proposed solution for the pile foundation of the building, the steel structure for laying the roof or the principles of construction organization. The actual response of construction companies to the questions is then expected by March 15.
“This building is unique, atypical and demanding. Even on much smaller projects, we see that the practical experience of construction companies is beneficial in setting up the most optimal solution within construction. At the same time, the overall preparation of the implementation project documentation and the assignment of the competition to the contractor of such a complex building is relatively specific. We therefore consider it important and useful to ask the market how it would deal with certain issues. At the same time, we want to find out or confirm that the tender conditions are usual, that our, for example, contractual requirements will not be unacceptable. Preliminary market consultations are therefore a way under the Public Procurement Act that we can consult with construction companies transparently and at the same time allow potential contractors to gain a basic overview of the project, comment on it and make it more feasible for them,” says Zuzana Bajgarová. Organization and schedule of preliminary market consultations (PTK)
• Registration for the presentation of the concert hall project until February 21, 2022.
• Preliminary presentation date February 24, 2022.
• Requests for additional information or clarification should be sent no later than March 3, 2022.
• They answered the client’s questions by March 15, 2022.
• If necessary, the city will start the 2nd round of the PTK, in order to answer additional questions, the need for which will become apparent during the evaluation of the previous round.
