Investors have less than a month left to submit bids as part of a public contract for the reconstruction of a high-rise building on Ostrčilova Street in the center of Ostrava according to the project of the renowned architectural studio AI Design of the world-famous Eva Jiřičná and Petr Vágner. The tender for the public contract was launched on 15 December 2021 and the deadline for submission of tenders expires on 31 March at 10 am.
The city’s intention is to find an investor who will buy and renovate the building, including land, and at the same time build a parking house with a capacity of 169 seats next door. In an interesting residential area of the city center near the embankment of the Ostravice River and one of the most important city parks in Komenského sady, a very attractive housing of at least 75 flats is expected.
The city will be interested in the project even after the construction, actively as the owner of 15 apartments and a significant share of the parking house. His interest is the implementation of the construction in close cooperation with the private sector. The investor will be the one who will lead the design part of the entire project, prepare the project for the reconstruction of the building and build the parking house according to their ideas and requirements and then carry out the documentation according to the processed documentation.
The basis for the design will be the documents prepared by the AI Design studio, which will be mandatory in parts of the main architectural elements of the building and parking house design, which characterize the work and preserve the authorship of Eva Jiřičná and Petr Vágner. The investor will also be bound by design standards that further define the apartments acquired by the city and the parking house. A similar model, where the building will be built by a private investor and the city will buy apartments and parking spaces from it, has already been successfully used in the Nové Laubů project.
The reconstruction of the high-rise building will also mark the beginning of the renewal of the transport infrastructure and public space of the wider area. After a detailed traffic analysis of the area, the city commissioned a strategy that not only provides a suitable solution for arrival and parking for future residents and visitors to the reconstructed skyscraper, but also offers improved conditions for existing residents in terms of traffic, parking and accessibility for cyclists and pedestrians. The implementation of the outputs of the transport strategy will be solved by the city in cooperation with the city district, will take place in connection with the construction of a residential and parking house and will lead to the cultivation of transport and public space in this area.
