The government plans to adopt a document defining the directions of activities in the field of migration for 2021-2022 and assuming the strengthening of the system in the field of legalization of stay and employment, as well as filling gaps in the labor market and ensuring the participation of both highly qualified foreigners, as well as unskilled workers from neighboring countries, results from the list of legislative and program works of the Council of Ministers.
The resolution of the Council of Ministers on the adoption of the document “Polish migration policy – directions of activities 2021-2022” is planned for the third quarter.
“The document assumes, among others, improving the management of emigration and immigration processes, integration of foreigners and encouraging them to settle in Poland, taking into account state security, and is a response to, inter alia, the needs of economic policy in the field of recruiting foreign workers with appropriate competences for supplementing human resources on the labor market, resulting from the existing demographic trends,” according to a statement.
In order to take advantage of migration and minimize its potentially negative effects, it is necessary to have an appropriate state policy, implemented by the government administration, but also by local governments, social organizations, local environments and workplaces. A public policy on migration is therefore necessary, it was also stated.
The main directions of activities planned in the area of legal migration are:
1. Strengthening the institutional system in the area of legalization of stay and employment;
2. Complementing the shortage on the labor market and ensuring a significant share of highly qualified foreigners and skilled workers, with particular emphasis on the eastern neighborhood, due to the linguistic and cultural proximity;
3. Use of the potential of Polish universities in the field of education of foreigners;
4. Preventing abuses and negative consequences of legal migration.
The aim of the integration of foreigners is to ensure the harmonious coexistence of foreigners in Polish society, we also reads in the statement.
This goal is to be achieved through the following activities:
1. Providing various groups of foreigners with access to integration programs tailored to their needs;
2. Support for the integration process by the education system;
3. Improving the quality and accessibility of public services for foreigners;
4. Provision of integration support activities targeted at the host society;
5. Ensuring social cohesion in the context of migration.
