The construction of the New Lauba residence can begin, Ostrava city has chosen an investor

More than four years after the start of the preparation of the plan, the city council has decided to conclude a contract with the investor of the Nové Lauby housing complex. The construction of an attractive residence with parking and services in the center of Ostrava will be started in April by a private investor of the BBB Nové Lauby s.r.o. The new building must be completed within three years. One of the strategic projects of the city, the aim of which is the development of rental housing, the revitalization of the center and the completion of the gaps, is entering the next phase – the construction phase.

The preparation of the Nové Lauby project began in 2016 with a study of the area, followed by 3 years of work to obtain a zoning and building permit, over two years of work on archaeological research, and at the same time a tender for a construction investor took place for almost 1 year. Archaeological research ended on Tuesday, March 2, and on Wednesday, March 3, the City Council decided to conclude a contract with the investor. The selection of the co-investor took place in three phases, with ten participants showing interest in the first phase. Three companies, Hochtief, BBB Nové Lauby and Gemo Development, entered the next round with more precise conditions, and the resulting winning bid was submitted by BBB Nové Lauby, whose members are Bystroň Group, BBP Stavby and construction company BAK.

“New Lauby is a strategic project by which we continue to cultivate and develop the historic core of the city, so affected by unfinished gaps and long-term underfunding. The concept of cooperation between the city and a private investor consists simply in the fact that the city has prepared project documentation according to its needs and expectations. The investor will implement the project as a whole. And upon completion, part of the property will be owned by the city for the purpose of rental housing and parking and part by a private investor. This is a unique model of cooperation between the public administration and the private sector in the Czech Republic in the construction of new flats, “said Mayor Tomáš Macura.

The winning association consists of three stable companies from Prague and Ostrava, BAK, Bystroň Group, and BBP constructions, which focus on the comprehensive implementation of housing and hotel projects, civic amenities and business and administrative centers. In addition to the implementation of new projects, it also carries out the reconstruction of buildings and monuments.

Among their reference projects of new buildings we can see, for example, the construction of apartment buildings Výhledy Barrandov, Nová Harfa, the Residence and the Multifunctional Complex “Vrchlabí Brewery”, the Community Center All Together in Ostrava-Poruba, the Františkov Residence in Silesian Ostrava, the Žárovec Residence in Čeladná and others. Significant buildings with monument protection are, for example, the reconstruction of a hotel in Újezd ​​in Prague, the reconstruction of an old historical monument into a commercial complex – Centrum Pivovar Děčín, modernization of the North Bohemian Museum in Liberec or Lasvit’s headquarters in Nový Bor, which won the Czech Architecture Prize in in 2020.

In the new building with five floors above ground between Velká, Muzejní, Pivovarská and extended Dlouhá streets in the center of Ostrava, there will be 85 flats from 1 + KK to 4 + KK, underground parking with 173 spaces and retail space. The total construction costs according to the documentation for the building permit are based on CZK 487 million. The BBB Nové Lauby Association will pay the city all costs for the preparation of the project and the archaeological survey carried out in the amount of approximately CZK 32 million, as well as the purchase price for the land in the amount of almost CZK 35.5 million. After the completion of the construction, the city will buy 31 flats, 119 parking spaces and 17 cellar cubicles from the investor for almost CZk 252 million. Apartments owned by the city will be used exclusively for rental housing, parking spaces will serve not only tenants, but especially for public parking. The private investor will have 54 flats, 54 parking spaces and 4 non-residential spaces.

“There are several reasons for the proposed model. On the one hand, the economy plays a role, the city is preparing a number of investment-intensive events at the same time, and it is the involvement of private capital that will enable their implementation in a significantly shorter time. Another reason is the effort to use the dynamics and experience of the private sector to accelerate the construction itself. The motivation of investors to build in Ostrava also plays a role, which is key for its further sustainable development. The contract is designed to protect the interests of the city as much as possible, it also guarantees the dates and method of implementation according to our ideas, “said Investment Deputy Zuzana Bajgarová.

The building will grow in the current gap, which was historically built up by block of flats, demolished due to its poor technical condition in the 1960s.
