The Road and Motorway Directorate (ŘSD) has obtained final planning decisions for almost all future sections of the D35 motorway in the Pardubice Region. The only exception is the section between Litomyšl and Janov in the Svitav region. Radek Mátl, Director General of ŘSD, said this on Twitter.
Last time the road engineers obtained a zoning decision for the section Staré Město – Mohelnice. “The zoning decision for the construction of D35 Staré Město – Mohelnice became legally valid after the appeal was withdrawn. This is an important step in the preparation, which will allow us to deal with obtaining the building permit and property preparation. The documentation for the building permit was prepared in advance so that the preparation could continue smoothly,” said Mátl.
The construction of the motorway around Litomyšl to Janov has been delayed by disputes with some residents of the surrounding villages. Some people, associations and villages have long been opposed to the chosen route and the proposed solution. In March 2021, ŘSD signed a memorandum on the construction of the Litomyšl – Janov section with Litomyšl and the surrounding villages and associations, which was supposed to unblock and accelerate the preparation. According to Mátl, an application for a joint zoning decision and a building permit has been submitted.
More than 30 kilometres of the D35 motorway are already operational in the Pardubice Region. Most recently, the section from Časy to Ostrov in the Chrudim region was opened on 22 December last year. This year, the Regional Directorate of Transport wants to start building some other sections in the region. The construction of the Homole tunnel is planned and a shortlisted tender should be completed in the middle of the year. ŘSD has also announced tenders for contractors for the main construction works on the sections Vysoké Mýto – Džbánov and Janov – Opatovec. On the route of the latter, a railway bridge is being built in advance, the road construction should start in the summer. The construction of the first section should follow. In 2024, construction of the sections Ostrov – Vysoké Mýto, Džbánov – Ltiomyšl and Litomyšl – Janov should start. The purchase of land and project documentation is being finalised.
The archaeological survey has started on the route between Janov and Opatovec, and the road engineers have selected the contractor for the archaeological work on the other three. They should start on the sections Ostrov – Vysoké Mýto, Vysoké Mýto – Džbánov and Džbánov – Litomyšl in March, as soon as the weather permits.
The last sections to be built in the form of PPP projects are Opatovec – Staré Město and Staré Město – Mohelnice. “Unfortunately, I do not see much room for acceleration. First of all, this is a PPP project, the launch of which is realistic in two years at the earliest, and at the same time, these are very technically demanding sections, for example, the longest motorway tunnel Dětřichov is over three kilometres long,” said Mátl.
