Prime Kapital, founded by Martin Slabbert and Victor Semionov, is planning to build a shopping center in Targoviste, on a site that used to house a former military base. This will be the city’s first mall and will cover 31,000 sqm. Carrefour will be the anchor tenant. Prime Kapital, which has a partnership with MAS REI, was the only company that filed a bid for the land last fall.
