At its meeting on Wednesday, March 23, the Ostrava City Council decided on the intention to sell real estate with a total area of 12,151 sqm in the Ostrava – Jih district, between Středoškolská and U Studia streets, for the construction of apartment buildings. Excellent transport accessibility and civic amenities predetermine them to become a desirable location for housing. The deadline for submission of bids is set for July 30, 2022.
“The proposal for the solution of this locality was brought by the South City District. According to the study, 217 flats can be built in the locality. The plan thus envisages a comprehensive concept of the locality, including the necessary surrounding infrastructure, and for the first time also includes the condition of allocating part of the newly created housing stock for affordable housing, which aims to bring a certain percentage of apartments below the average rental value,” said Bajgar, Deputy Mayor.
Land for sale is located in Ostrava-Zábřeh in an area that is one of Ostrava’s important development sites. It is a grassy and undeveloped area on the edge of a housing estate consisting mainly of prefabricated houses. It is located in the “triangle” delimited by the city streets Výškovická – Plzeňská – Rudná, from which it is also separated by other buildings that guarantee soundproofing from traffic. Within walking distance you will find tram and bus stops or the main sports stands in Ostrava – the city stadium and the indoor sports hall Ostravar arena. The nearby Avion Shopping Center guarantees excellent shopping opportunities. There is also a kindergarten, a primary school and three secondary schools. A rest area is planned in the area of Tylova – Rudná streets.
“Recent private projects in our district, which is gradually becoming an attractive sought-after location, show a growing number of people interested in quality modern housing in the South. And with permanent residence, they can draw all the benefits that the district and the city provide to their citizens,” said Mayor Martin Bednář.
Potential applicants should strive to ensure the urban quality and functionality of the design, even in relation to the existing surrounding development. At the same time, based on an agreement with the city, the investor should provide at least 10% of the total housing stock built to ensure affordable housing. The amount of available rent should then be agreed at a maximum of 75% of the usual rent at the time of concluding the lease.
Each applicant is obliged to state in his offer a description of the intended use of the land, including a specification of the purpose of the construction, the contribution to the development of the site, suitability in terms of urban, architectural, transport or functional solutions. The offer must contain the overall time schedule of the construction, including its possible phasing, as well as the material solution of the public space, and the expected closer definition of the housing stock for affordable housing. Last but not least, there must be a price offer.
The minimum offer purchase price must not be below the level set by the expert opinion and at the same time must be at least CZK 2,000 / sqm without VAT, ie CZK 24,306,000 without VAT.
Under the leadership of the Municipal Studio of Spatial Planning and Architecture, in close cooperation with the city district, an urban study was prepared for the area. It deals with the whole locality comprehensively. It describes in detail the expected development of the site and its goal is to prepare the area for future housing development. It examines the needs, limits and links of the area and the wider environment, defines the entrances and entrances to it and defines the buildable areas. The result is a proposal for conditions for future construction. The intention to sell is in line with the objectives of the Strategic Development Plan of the Statutory City of Ostrava 2017-2023 under the brand fajnOVA in terms of supporting the development of the city’s housing stock and affordable housing.
