Pardubice will prepare documents for the possible future sale of part of the area of ​​the former Hůrka barracks on the outskirts of the city. Pardubice has been trying unsuccessfully for 15 years. In the investor competition, the city could offer roughly a third of the area of ​​almost six hectares. However, a decision on the sale will be made only after the elections, according to deputy mayor Petr Kvaš (ODS).

“It is one of the city’s brownfields, which is earmarked for the construction of apartments in the spatial plan. This time, the entire area would not be sold, but only part of it. It would be offered to a developer to build as many apartments as possible. The greater the availability of housing, the more and more affordable,” said Kvaš.

The city management also approved that a judicial estimate of the price of the land be prepared. The representatives will discuss the concept of preparing the sale of part of the land in Hůrky at their meeting in September, the last one before the municipal elections.

According to Kvaš, the Directorate of Roads and Highways (ŘSD) should build a roundabout before entering the area at the intersection with the road to the village of Spojil. The left part of the territory from the entrance would be intended for apartments, the land on the right for the future needs of the city.

The opposition Pirates proposed last year that the former barracks should be used for light industry and that areas in the city should be sought for residential construction. According to them, the Kávoviny company or bakery could move from the center to Hůrky, or there could be a waste processing center there. According to them, empty plots of land in the city would be more suitable for building apartments. Building apartments without civic amenities and expanding public transport lines in former barracks is considered an inappropriate solution. The city management objected that if Hůrek becomes a residential area, the city will provide the necessary services and conditions.

In the last decade, Pardubice had to cancel the competition for the sale of former barracks several times. The interested parties made mistakes in their offers and did not fulfill the conditions of the tender. Before the economic crisis, in 2007, the land was sought by the company Eube, which wanted to build a smaller housing estate there. After renewed economic growth, Pernštejn City wanted to buy the land for CZK 15 million. But the representatives did not approve the direct sale twice. In the past, Dušan Kačmarik from Altis CZ was also interested in the Hůrek development, and a group of other investors, including the company RD Rýmařov, also declared a general interest. However, none of them entered the competition.

The Hůrka complex has been owned by the city since 1999. It has already sold a smaller part to businessmen, the former barracks houses, for example, a dormitory, as well as headquarters and company offices.
