PCT: Prague should file a criminal complaint regarding the sale of land in Lysolajích

The Prague Coalition Together (ODS, TOP 09 and KDU-ČSL) wants the Prague City Council to authorize councilor Hana Kordová Marvanová (for STAN) to draft and file a criminal complaint for the capital in connection with the alleged disadvantageous sale of land in Lysolajích in 2017. Leader Spolu and representative Bohuslav Svoboda (ODS) and councilor Marvanová told journalists today. According to their statements, the land could have been sold below the price and the city could have incurred damages of up to CZK 100 million. The sale was promoted by the former deputy mayor and mayor of Lysolaj, Petr Hlubuček (STAN), who is now in custody due to the case of the transport company.

Svoboda told journalists that at the last meeting of deputies in this election period, Spolu would like to ask the current leadership several questions regarding the sale of land. At the same time, he will advocate that Marvanová be authorized to file a criminal complaint. It is also supposed to create an initiative for the municipal control committee.

When asked, Marvanová said that she is not yet planning a criminal complaint as a representative and citizen. “Filing by a citizen does not have the same weight as when it is filed by an entity that is damaged, in this case the city. In our opinion, a large amount of money has been lost. That is why the capital city should file a criminal complaint. I will be happy to do so if I am a representative empowered,” said Marvanová.

Representatives of Spolu said at a press conference today that the suspicious sale of land in Lysolajích dates back to 2012, when Hlubuček, as mayor, initiated the transfer of a 55,000 square meter municipal plot of land to the management of the town hall. This happened two years later, but under strict conditions where, among other things, it was not allowed to be sold.

According to Spolu, the original conditions were then changed. In addition, Hlubuček allegedly presented another strategic partner for the construction of social and other apartments, than who then acted as the owner of the surrounding parcels during the sale of the land, which ensured him exclusivity during the purchase. According to Marvanová and Svoboda, some representatives of the Pirates and Praha Sobě supported the sale a few years ago.

While this year Marvanová is running for Spolu, four years ago she became a representative and councilor for the United Forces for Prague (TOP 09, STAN and KDU-ČSL), when she was a STAN nominee. She has not yet discussed the new findings with her still coalition partners, the Pirates and Praha Sobě, because the findings are very recent. However, she always informed her colleagues about suspicious handling of other land, she said. “I have been pointing this out for four years, but unfortunately I have never been heard. I am disturbed that these cases are not investigated,” she added.

At the end of 2021, the Prague Pirates filed a criminal complaint against an unknown perpetrator due to the land in Lysolajích. They had an appraisal done, according to which the value was CZK 6,717 per square meter, but it was sold for CZK 2,499 per square meter. In June of this year, Prague representatives decided that the municipality would review the sale.

Police officers from the National Headquarters against Organized Crime have charged more than a dozen people with the management of the Prague transport company, in addition to Hlubuček, also businessman Michal Redl, former member of the board of directors of the DPP Matej Augustín and other members of the management of the company which, as the largest city company in the Czech Republic, operates public transport.
